There really seem to be two Chinas today: … China A and China B. China A is all the major big cities where business men and foreign governments go: Beijing, Guangdong, Shanghai, Shenzhen. … [It's] modern and confronting a lot of the problems that developed countries are facing: … problems of urbanization; too many cars; social problems; the rise of criminalization; the education, health system; the judicial system; lawyers and etc. These are some of the problems for developed, rich or getting-richer countries. … Then you have China B, the undeveloped or developing China, the China which is the vast majority of the country, the majority of the population and the majority of the land mass. This China in development is still very poor, not getting very much better, because all the economic growth is concentrated in the cities, and they face developing countries' problems: not enough water, land, economic resources, infrastructure; a very low education. These two sets of problems are very different and call for very different responses, but the way that China is governed … is an absolute top-down, autocratic, macro way of doing things, and it's a one-solution-fits-everything, and very little attention is paid to whether China B can catch up with China A. This is particularly relevant for human rights issues, because many of the issues that the Western countries have been engaging China on are really China A types of problems: how to build an efficient legal system; how do you train lawyers; how do you train judges; how do you build transparency in the government, and etc. All these are legitimate problems, but they seem to leave out, as the Chinese rulers have decided to do, most of the Chinese population. It's a profoundly unequal system, and it's a system whose contradictions we see every day are playing out more and more. 3. US-China Relations Pt. 1

The Project The Trump administration wants to significantly cut back on foreign aid spending. They are currently researching their foreign aid programs to determine which will be cut from the 2019 budget. President Trump has personally reached out to you for an expert opinion on USAID in general, and whether or not to eliminate your USAID sector in particular. The president has asked you to create a presidential brief to fully educate him on global poverty, USAID, and your particular USAID sector. This means that your brief must include:
Project Creation: Your brief can be presented in written "essay" form, as an informational video, or in the form of an informational website. NO SLIDESHOWS. Before starting your project you must get final approval from me. So don't start before I "sign-off." Your project will be assessed based on the following criteria: I. Content - your project includes all appropriate information (35 pts) a. Description and definition of the current state of global extreme poverty. Be sure to include the following information (with relevant statistics included):
b. Explanation of the major problems faced by those living in extreme poverty (from the "Living on One" episodes).
c. US Foreign Aid
d. Information about your sector gathered in from your USAID Sector Research
e. A final proposal on whether or not to keep your specific sector of USAID, with at least three clear arguments/reasons to support your reason. II. Organization/Persuasion - your project "tells a clear story," is easy to follow, the information is presented in a logical order, and is done so in a persuasive manner (10 pts) III. Polish - your project is neat, polished, free of written errors, and attention grabbing. Remember, this is going to the President! (10 pts) IV. Cite Sources - your project must cite the source of all information and pictures in a "References and Images" list (at the end of your project). More on this next class! V. Due Date - Projects are due Wednesday 4/11. 5% deduction for every school day that it is late (up to 5 days). After 5 school days late, you will not be able to submit the project for any credit.
