3. How does US assistance compare to assistance given by other countries? U.N. resolutions have set 0.7 percent of GNI as an unofficial benchmark that developed countries should contribute to foreign assistance. 3. What is foreign assistance (also called foreign aid)? Foreign assistance is aid given by the United States to other countries to support global peace, security, and development efforts, and provide humanitarian relief during times of crisis. U.S. foreign assistance has always had the twofold purpose of furthering America's interests while improving lives in the developing world. USAID carries out U.S. foreign policy by promoting broad-scale human progress at the same time it expands stable, free societies, creates markets and trade partners for the United States, and fosters good will abroad.
